   Its is an outstanding school that was twice awarded (1996&1998) as on of the Most Effective/ Outstanding School in the Division of Capiz. It is blessed with a very supportive PTCA and local government
unit. Founded in 1070 by the first asst. principal, now retired district supervisor Rosario Ca tan, during the mayor ship of honorable Jose Samson, the school is situated along the national road just 1 50 meters away from the town plaza and 39 kilometers away from Roxas City, the provincial capital. The school presently sits on one hectare plain area in 1986 by Doña Louisa Consing Locsin, grandmother of the municipal mayor, the honorable Raymond S. Locsin.The school started with 260 students, four teachers and three classrooms as Cabugcabug Barangay High School.   It was managed successfully by the elementary school principals of Cabugcabug Elementary School, namely; Rosario E. Catalan (1970-72), Manuel B. Basinang (1972-75), Jose B. Basinang (1975-80), Roberto Balasa (1980-84),and Nenita B. Baltar (1984-89). The position title to the schools administrator from 1970 to1989 was assistant principal since the Barangay high schools were under the supervision of the principal of the mother provincial high school, Capiz National High School. With the nationalization of all Barangay high capacity from 1988 to 1994. She eventually became the first principal of Cabugcabug National High School from 1994 to 2001.cabugcabug national high school
